Regulatory Requirement:

  • As of January 1, 2010, the City of Detroit has enforced a Property Maintenance Code requiring all owners of rental properties built before 1978 in the City of Detroit to have a lead inspection and risk assessment performed by a Licensed Lead Assessor to determine the presence of lead based paint and lead based paint hazards.  The City of Detroit has implemented fines ranging from $500 to $8,000 for violations.
  • The new EPA Renovation Repair and Painting (RRP) rules require renovations taking place in residences constructed prior to 1978 and child occupied facilities to be conducted in lead safe manner by trained Certified Renovators.  The EPA has begun to issue fines up to $5,000 for the first offense and $10,000 for the subsequent violations.
