Brownfield Redevelopment of the Former Stop & Go Service Station Located in Ferndale, Oakland County, Michigan

A development company demolished the former service station and redeveloped the property with a mixed use retail and residential condominium complex. The proposed plan was to construct a building with four (4) floors which will include retail/office space as well as 32 loft style condominium units. Parking for both the retail/office and condominium units will be ground level.

PM Environmental was retained to conduct comprehensive environmental services in support of the redevelopment of the contaminated commercial property. PM initially completed a Phase I Environmental Site Assessment (ESA) that identified Recognized Environmental Conditions (RECs) on the subject property and then completed a Limited Phase II ESA that identified petroleum contamination that classified the subject site as a “facility” and eligible for Brownfield funding under Part 381.

PM worked closely with the City of Ferndale Brownfield Redevelopment Authority (BRA), the client and the client’s environmental attorney to prepare a Brownfield Plan for redevelopment of the subject property. Following approval of the Brownfield Plan, PM prepared an Act 381 Work Plan for MDEQ Eligible Activities including Baseline Environmental Assessment (BEA), Due Care and Additional Response Activities and MEGA Eligible Activities including infrastructure improvements, demolition, and site preparation to be reimbursed using Single Business Tax Credits and Tax Increment Financing (TIF).
