Phase I ESA, AST Removal and Asbestos Abatement Oversight at the Financial Facility located in Coney Island, New York

In early 2013, PM Environmental, Inc. was retained to conduct environmental due diligence services associated with the proposed redevelopment of the former bank building.

A Phase I Environmental Assessment was completed on the property to identify Recognized Environmental Conditions (RECs), and to provide information regarding the environmental compliance status of an existing above ground storage tank (AST).

Based upon the results of the Phase I, along with the previous outstanding issues associated with the AST, PM was asked to prepare a plan of action to address all of the issues identified on the property including the proper removal of the AST.

Additionally, asbestos abatement project monitoring services were required prior to major construction and renovation activities.  In accordance with Federal, State, and local regulations, PM conducted full-time asbestos abatement oversight services.  Daily activities included ensuring that the asbestos abatement contractor selected by the general contractor followed all applicable rules and regulations, collection and analysis of required air samples, monitoring the abatement contractor waste disposal procedures, and final visual clearance and final air sample collection and analysis.  In addition, PM was responsible for the submission and approval of all New York City documentation that allowed the general contractor to obtain all building permits and remain on schedule.

Subsequently, additional asbestos-containing materials were identified in confined locations during demolition of the top two floors.  PM was instrumental in scheduling with the asbestos abatement contractor and demolition contractor to conduct the abatement work 24 hours per day for 4 days over an extended weekend in order to keep the demolition project on schedule.

PM managed these activities at the request of the client to ensure that all activities were in accordance with the client’s guidelines as well as all applicable federal, state, and local regulations.
