1471 II East Nine Mile, L.L.C., intends to demolish an existing warehouse building wall to construct an addition to the main warehouse building on the northern portion of the subject site. The proposed plan is to construct an addition to the main warehouse building with a metal-framed structure with concrete-block walls, situated on a concrete slab.

PME has been retained to conduct comprehensive environmental services in support of the redevelopment of the contaminated commercial property. PME worked closely with the City of Hazel Park Brownfield Redevelopment Authority (BRA), the client and the client’s environmental attorney to prepare a Brownfield Plan for redevelopment of the subject site. Following approval of the Brownfield Plan, PME prepared an Act 381 Work Plan for MDEQ Eligible Activities including Baseline Environmental Assessment (BEA), Due Care and Additional Response Activities and MEGA Eligible Activities including Demolition of existing northern warehouse wall and Site Preparation to be reimbursed using Single Business Tax Credits and Tax Increment Financing (TIF).

MEGA has approved their portion of the Act 381 Work Plan with MDEQ currently reviewing their portion of the Act 381 Work Plan. PME completed a Category “N” BEA based upon various volatile organic compound (VOC), polynuclear aromatic hydrocarbon (PNA), and metal exceedances in soil above MDEQ Part 201 Residential, Commercial, and/or Industrial Drinking Water Protection (DWP), Groundwater Surface Water Interface Protection (GSIP), and/or Direct Contact (DC) Cleanup Criteria.

With approval of MDEQ, PME will conduct additional site characterization by drilling soil borings within the footprint of the proposed warehouse addition to adequately characterize soil conditions for potential alternative offsite disposal, and Due Care Plan preparation. Additional Response activities will primarily consist of shallow soil removal that may be necessary if contaminant concentrations are identified beneath the footprint of the proposed warehouse building where shallow contaminated soil would need to be removed.

Site redevelopment activities are planned to be conducted starting Spring 2007 which will include Additional Site Characterization, Potential Soil Excavation, Building Wall Demolition, Site Preparation, and Construction of Warehouse Addition.

PME’s close involvement in the planning and execution of this project, our technical expertise, careful attention to the interests of the developer and the community and sophisticated understanding and experience with the Brownfield development process resulted in the successful launch of a commercial redevelopment project in the City of Hazel Park.
