Schostak Brothers & Company, a major Residential/Commercial developer, intends to redevelop the Northland Plaza Shopping Center Commercial property and Former Detroit Armory Industrial property into a mixed use Residential and Commercial development.
The Northland Plaza property consists of two (2) combined parcels totaling 20.71 acres with approximately 13.68 acres to be developed into Residential townhouses and the other portion developed into Commercial retail. The Former Detroit Armory property consists of one (1) parcel containing 73.20 acres with the northern 34.52 acres to be developed into single family houses and townhouses and the southern portion developed into Commercial retail.
PME has been retained to conduct comprehensive environmental services in support of the redevelopment of the contaminated Commercial and Industrial properties. PME initially completed a Phase I Environmental Site Assessment (ESA) Update on the two (2) properties that established the current site conditions of the two (2) properties and were classified as facilities based upon previous subsurface investigations. Both properties are eligible for Brownfield funding under Part 381.
PME worked closely with the City of Oak Park Brownfield Redevelopment Authority (BRA), the client and the client’s environmental attorney to prepare a Brownfield Plan for redevelopment of the subject site. Following approval of the Brownfield Plan, PME prepared an Act 381 Work Plan for MEGA Eligible Activities consisting of demolition of some of the Commercial buildings on the Northland Plaza site and the Armory Building on the Former Detroit Armory site using Single Business Tax Credits and Tax Increment Financing (TIF). After MEGA approval, PME conducted lead paint and asbestos surveys, prepared bid specifications for asbestos abatement and building demolition which were successfully completed in 2004 and 2005.
After further site planning of the Residential and Commercial areas of the Northland Plaza and Former Detroit Armory sites by the client, PME prepared Amended Act 381 Work Plan (Amendment #1) for MEGA Eligible Activities for the Commercial areas only including Infrastructure Improvements, Demolition, and Site Preparation to be reimbursed using Single Business Tax Credits and TIF. MEGA approved the Amended Work Plan and the start of these activities are pending the start of development of the Residential areas.
For the Residential areas, PME prepared Amended Act 381 Work Plan (Amendment #2) for MDEQ Eligible Activities including Due Care consisting of additional site characterization and Additional Response Activities consisting of approximately 50,000 tons metal contaminated soil and landfill debris excavation and disposal and MEGA Eligible Activities including Infrastructure Improvements, Demolition, and Site Preparation to be reimbursed using Single Business Tax Credits and TIF. MEGA has approved their portion and MDEQ is currently reviewing a Feasibility Plan prepared by PME to supplement their review. The Feasibility Plan presents the additional site characterization and remediation strategy to redevelop the Commercial and Industrial properties into a Residential Community and Commercial retail that protects the public’s health and safety and is acceptable to the MDEQ.
Site redevelopment activities are planned to be conducted starting April 2007 which will include Soil Excavation, Site Preparation, Infrastructure Improvements, and Building Construction.
PME’s close involvement in the planning and execution of this project, our technical expertise, careful attention to the interests of the developer and the community and sophisticated understanding and experience with the Brownfield development process resulted in the successful launch of a high profile mixed-use development project in the area of the City of Oak Park.
