BROWNFIELD REDEVELOPMENT OF THE FORMER CITY OF EAST LANSING DEPARTMENT OF PUBLIC WORKS IN EAST LANSING, MICHIGAN

Strathmore Development, a major Ingham County based commercial/residential developer, conducted compre-hensive environmental services in support of the redevelopment of a contaminated DPW site in East Lansing, Michigan. The planned reuse of the property was for mixed use including a Michigan State Housing Development Authority (MSHDA) Elderly Care Facility, Office and Retail.

Based on the findings of Phase I ESA the property consisted of approximately 16 acres, including a former DPW garage with several buildings and fueling, a 10 acre dedicated wetland conservation easement with a county storm water drain dividing the DPW from the conservation portion. The property was used for at least 40 years as a DPW garage and yard. Numerous RECs were identified including several existing and former USTs, in-ground hydraulic hoists, floor drains, exterior storage of drums, parking of damaged vehicles, vehicle maintenance, exterior storage of road salt, etc.

An initial Phase II ESA was completed that consisted of drilling approximately 15 soil borings to collect soil and water samples at the RECs. Petroleum and salt contamination was encountered. An Act 381 Brownfield plan was prepared. Subsequent phases of site investigation have been completed and over 50 soil borings have been drilled onsite to delineate the extent of soil and groundwater contamination. All soil borings and monitoring wells were installed using PME Geoprobes and equipment. Extensive soil contamination exists beneath the buildings, near the USTs and at the exterior salt storage area. High concentrations of salt and petroleum contamination are present in the shallow groundwater. The geology is complex and at least two different groundwater zones have been impacted. The contaminated groundwater is venting to county storm water drain and beneath it. City of East Lansing municipal water well is located on the property.

The project is complex based upon the type of development, number of developers, the fact that the City of East Lansing is a responsible party, a portion of the property is a MSHDA Pilot project where tax capture is limited, the Ingham County Drain Commissioner is involved, etc.

The proposed development involved relocating a portion of the county drain, constructing buildings in areas of soil and groundwater contamination, installing various utilities in areas of contamination, etc. Numerous due care obligations existed to not exacerbate the contamination, to prevent exposure to unacceptable concentrations of contaminants, etc.

The following activities were completed for the project:

  • Phase I Environmental Site Assessment (ESA).
  • Phase II ESA (including over 50 soil borings and several monitoring wells for contaminant delineation) using PME Geoprobes and equipment.
  • Baseline Environmental Assessment and Section 20107a Compliance Analysis.
  • Solicitation of bids for UST removal, contaminated soil excavation, installation of a groundwater recovery trench, building demolition.
  • Development of plans for the contractor for handling contaminated soil and water.
  • Completion of aquifer pumping analysis.
  • Meetings with the developers, the City of East Lansing BRA, the City of East Lansing DPW, Ingham County Drain Commissioner, MSHDA staff, MDEQ RRD staff, MDEQ EAD Grant/Loan staff, contractors, Attorneys, etc.
  • The planned oversight of UST and contaminated soil removal, pumping of highly contaminated groundwater, building demolition, relocation of county drain, installation of groundwater recovery system, etc.
