CATEGORY S BASELINE ENVIRONMENTAL ASSESSMENT AND COMPLIANCE ANALYSIS OF THE RETAIL DRY CLEANING FACILITY LOCATED IN CLINTON TOWNSHIP, MACOMB COUNTY, MICHIGAN

A total of sixteen (16) soil borings were completed on the subject property, with selected soil and groundwater samples submitted for laboratory analysis of volatile organic compounds (VOCs).

The use of the subject site remained as a retail strip mall with an operational dry cleaner. The current chemicals (PCE and degradation products including TCE, DCE, and VC) utilized on the property and other chlorinated compounds (chloroform: CAS No. 67663 and bromodichloromethane: CAS No. 75274) detected in groundwater continue to be utilized on the property.

A Category S BEA was completed that stated, if the concentrations of target analytes, identified in soils and groundwater on the site at levels above applicable Part 201 cleanup criteria, significantly exceed the maximum observed baseline contaminant levels, this will be the means of distinguishing a new release from existing contamination. If the concentrations of any of the intended-use hazardous substances significantly increase that were 1) not measured at levels above the current Part 201 Residential/Commercial I cleanup criteria and 2) would be detected in soils or groundwater at levels exceeding the applicable cleanup criteria at the time of the new release, this will be the means of distinguishing a new release from existing contamination.

The Category S BEA and Due Care plan were affirmed by the MDEQ .
