The Client, intends to demolish the existing former service station building and redevelop the subject site with a mixed use retail and residential condominium complex. The proposed plan is to construct a building with four (4) floors which will include retail/office space as well as 32 loft style condominium units. Parking for both the retail/office and condominium units will be ground level.
PME has been retained to conduct comprehensive environmental services in support of the redevelopment of the contaminated commercial property. PME initially completed a Phase I Environmental Site Assessment (ESA) that identified Recognized Environmental Conditions (RECs) on the subject site and then completed a Limited Phase II ESA that identified petroleum contamination that classified the subject site as a facility and eligible for Brownfield funding under Part 381.
PME worked closely with the City of Ferndale Brownfield Redevelopment Authority (BRA), the client and the client’s environmental attorney to prepare a Brownfield Plan for redevelopment of the subject site. Following approval of the Brownfield Plan, PME prepared an Act 381 Work Plan for MDEQ Eligible Activities including Baseline Environmental Assessment (BEA), Due Care and Additional Response Activities and MEGA Eligible Activities including Infrastructure Improvements, Demolition, and Site Preparation to be reimbursed using Single Business Tax Credits and Tax Increment Financing (TIF).
Both MDEQ and MEGA approved the Act 381 Work Plan and PME has completed site characterization activities, Category “N” BEA, and Due Care Plan. Based upon soil exceedances above the Part 213 Tier 1 Residential Soil Volatilization to Indoor Air Inhalation (SVII) risked based screening level (RBSL) RBSL for benzene in two (2) soil samples, soil excavation will be completed as Due Care activities and based upon soil exceeding the Part 213 Tier 1 Drinking Water Protection (DWP) and Groundwater Surface Water Interface Protection (GSIP) RBSLs, excess soil generated during site redevelopment will be disposed at a Type II Landfill as Additional Response activities.
Site redevelopment activities are planned to be conducted starting April 2007 which will include Soil Excavation, Building Demolition with asbestos abatement, Site Preparation, Infrastructure Improvements, and Building Construction.
PME’s close involvement in the planning and execution of this project, our technical expertise, careful attention to the interests of the developer and the community and sophisticated understanding and experience with the Brownfield development process resulted in the successful launch of a high profile mixed-use development project in the downtown area of the City of Ferndale.
