Elizabeth Masserang Promoted to Regional Manager – Economic Incentives Department

PM Environmental is pleased to announce the promotion of Elizabeth Masserang to Regional Manager – Economic Incentives Department. 

Masserang joined PM in 2012 as a Researcher in PM’s Research Department. She attended Michigan State University where she earned her Bachelor of Science in Urban and Regional Planning and Bachelor of Arts in Environmental Policy. 

Masserang regularly works with developers, municipalities, business and government agencies to facilitate private investment in brownfield properties.  She specializes in brownfield and economic development incentives, US Environmental Protection Agency (EPA) brownfield assessments, revolving loan fund, and cleanup grants. 

Since joining the Economic Incentives Department in 2015, she has successfully managed numerous brownfield plans, tax abatement and grants for the city of Detroit and surrounding areas.  Her largest project to date involved preparing the successful multi-jurisdictional, brownfield and 381 Work Plan for the Iron Ridge District Development in the cities of Ferndale and Pleasant Ridge, which secured tax increment financing for the developer who plans on investing $32 million in the site.

“I am thrilled to be given the opportunity to help continue to grow the Southeastern Michigan region,” said Masserang.

In her new role, Masserang will assist public and private sector clients with brownfield and economic incentive program management and incentive applications in the Southeast Michigan region. Working with departmental and project staff assigned to individual projects, this position will provide complete project management from project initiation and scope through project completion, both internally and externally to best meet the client’s needs.
