Michele Kinaan Selected by CASQA as an Industrial General Permit Qualified Industrial Storm Water Practitioner Trainer of Record

Michele Kinaan, P.G., QSD, QISP and senior geologist at PM Environmental has been selected by the California Storm Water Quality Association (CASQA) as an Industrial General Permit (IGP) Qualified Industrial Storm Water Practitioner (QISP) Trainer of Record (ToR). 

Michele and PM Environmental will offer QISP training classes, other general storm water training classes, and provide CGL services in California.

Only 130 ToRs were selected in California, and they are now the first and only QISPs in the State, until the official QISP on-line training and exam is available in late 2015. ToR status is required to become a Compliance Group Leader (CGL) under the IGP in California. 

“Becoming an IGP QISP ToR in California is an honor and a privilege,” said Kinaan. “The experience of providing hands-on training to numerous QISP candidates will provide valuable opportunities for me to meet many storm water professionals, share my knowledge and experience and learn from others who are working to help California industrial dischargers comply with the IGP. I also look forward to becoming a CGL and assisting industry groups who may need guidance and help with IGP compliance, both now and in the future.” 

A CGL must be a ToR and is approved by the State Water Board. CGLs are responsible for management of a group of industrial dischargers who have similar industrial activities and are generally located in the same geographic area of the state. The CGL performs annual compliance inspections of each facility in the group and assists the group with training, monitoring, and Level 1 and Level 2 ERA reporting.

A Compliance Group may be formed by any group of similar industrial facilities who would like to benefit from a 50 percent storm water discharge sampling reduction, reduced reporting requirements, and access to a trained CGL who manages the group, providing the needed guidance and assistance for compliance with IGP requirements.

With receipt of this official ToR certification from CASQA, Michele and PM Environmental will offer QISP training classes, other general storm water training classes, and provide CGL services in California. A schedule for PM’s upcoming storm water training classes and future QISP training classes, to be delivered by Michele, will be available soon at www.pmenv.com and www.casqa.org.

Michele is a professional geologist with over 30 years of experience. She has extensive environmental program management experience working with major public and private sector clients, including numerous airports. Areas of technical expertise include storm water permitting and compliance, subsurface investigation, soil and groundwater remediation, sustainability, environmental compliance, and water resources. She is currently serving two-year term as a Team Member/Subject Matter Expert for the California State Industrial General Permit Training Team (IGPTT), Sacramento, California.
